Let 0<β<10<\beta<10<β<1 and let PPP be a sigma from s0s_0s0 in a deterministic Markov decision process: a walk w0=s0,…,wNw_0=s_0,\dots,w_Nw0=s0,…,wN along decisions e0,…,eN−1e_0,\dots,e_{N-1}e0,…,eN−1 with distinct nodes w0,…,wN−1w_0,\dots,w_{N-1}w0,…,wN−1 and wN=wjw_N=w_jwN=wj for some j<Nj<Nj<N. Write ct=c(wt,et)c_t=c(w_t,e_t)ct=c(wt,et) for the cost of its ttt-th arc and l=N−j≥1l=N-j\ge 1l=N−j≥1 for the length of its cycle. Then the discounted cost of the infinite walk that follows PPP and repeats the cycle forever is

c(P)=∑t=0j−1βtct+βj1−βl∑t=0l−1βtcj+t.c(P)=\sum_{t=0}^{j-1}\beta^t c_t+\frac{\beta^{j}}{1-\beta^{l}}\sum_{t=0}^{l-1}\beta^{t}c_{j+t}.c(P)=t=0∑j−1βtct+1−βlβjt=0∑l−1βtcj+t.

This is the formula the paper uses to evaluate a sigma; it turns the infinite discounted sum into a finite expression in the prefix cost and the cycle cost.

Formalization Note The paper prints c(P)=∑i=0kc(uj,uj+1)βi+βk+11−βl∑j=1lc(vi,vi+1 mod l)βjc(P)=\sum_{i=0}^{k}c(u_j,u_{j+1})\beta^i+\frac{\beta^{k+1}}{1-\beta^l}\sum_{j=1}^{l}c(v_i,v_{i+1 \bmod l})\beta^jc(P)=∑i=0kc(uj,uj+1)βi+1−βlβk+1∑j=1lc(vi,vi+1modl)βj, with mixed summation indices and a factor βj\beta^jβj in the cycle sum that is one power of β\betaβ too many for the sentence that follows it ("the discounted cost of a sigma coincides with the discounted cost of an infinite path that follows the sigma and repeats the cycle forever"). We state the corrected identity, which agrees with that sentence: with the paper's j=k+1j=k+1j=k+1, the cycle's ttt-th arc (t=0,…,l−1t=0,\dots,l-1t=0,…,l−1) carries βt\beta^{t}βt, i.e. the paper's βj−1\beta^{j-1}βj−1 for j=1,…,lj=1,\dots,lj=1,…,l, and uk+1=v1u_{k+1}=v_1uk+1=v1. The left side is the definition of the sigma's cost (an infinite series); 0<β<10<\beta<10<β<1 is the paper's β∈(0,1)\beta\in(0,1)β∈(0,1).
