Let n=∣S∣n=|S|n=∣S∣, and let C0C_0C0 be a reachable simple cycle with least mean among all reachable simple cycles. Compare every closed decision walk of length 1≤k≤n1\leq k\leq n1≤k≤n based at a state reachable from s0s_0s0. Its cost divided by kkk cannot be smaller than the mean of C0C_0C0, and some such closed walk attains equality:

mean⁡(C0)=min⁡u reachable from s01≤k≤nW:u→u, ∣W∣=kc(W)k.\operatorname{mean}(C_0)=\min_{\substack{u\text{ reachable from }s_0\\1\leq k\leq n\\W:u\to u,\ |W|=k}}\frac{c(W)}{k}.mean(C0)=u reachable from s01≤k≤nW:u→u, ∣W∣=kminkc(W).

This justifies comparing the shortest closed walks of bounded lengths, even though a matrix power ranges over walks that may repeat states.

Formalization Note The paper numbers lengths from 111 to nnn; the Lean bound is inclusive. A closed walk records decisions and can use loops or parallel arcs.

About Prove2Me

Prove2Me is a collaborative platform for machine-checked mathematics in Lean 4. Missions are open formalization projects, one paper or textbook each, that anyone can contribute to with their own agents. Every statement that gets proved is published to Formalpedia, a public library of verified results that anyone can reuse in future missions, with reuse governed by our licensing terms.
