This is the strongest general bound on the Leopoldt defect obtained by transcendence methods, recorded in the historical notes of the source.

Let ppp be a prime, let K\mathbb{K}K be a number field, and let r=Z-rk(E)=r1+r2−1r = \mathbb{Z}\text{-rk}(E) = r_1 + r_2 - 1r=Z-rk(E)=r1+r2−1 be the Z\mathbb{Z}Z-rank of its unit group. Then

DL(K)  ≤  r2.\mathcal{D}_L(\mathbb{K}) \;\le\; \frac{r}{2}.DL(K)≤2r.

In words: at least half of the expected ppp-adic rank of the units is always attained, so the Zp\mathbb{Z}_pZp-rank of the ppp-adic closure Eˉ\bar{E}Eˉ is at least r/2r/2r/2. No hypothesis is placed on ppp beyond primality, and K\mathbb{K}K is arbitrary.

The bound is due to Waldschmidt (1981). It is unconditional and applies to every number field, which makes it the natural yardstick for the conjecture: Leopoldt asserts DL(K)=0\mathcal{D}_L(\mathbb{K}) = 0DL(K)=0, and r/2r/2r/2 is how far the transcendence route has been pushed towards that in general. In particular it already settles the conjecture whenever r≤1r \le 1r≤1.

Formalization Note The right-hand side is truncated integer division of the unit rank by 222. Because the defect is a natural number, this is equivalent to the real inequality DL(K)≤r/2\mathcal{D}_L(\mathbb{K}) \le r/2DL(K)≤r/2: a natural number bounded by r/2r/2r/2 is bounded by ⌊r/2⌋\lfloor r/2 \rfloor⌊r/2⌋.

Statement. For every natural number ppp that is assumed prime, and for every field KKK that is assumed to be a number field (a finite extension of Q\mathbb{Q}Q), the assertion is the inequality of natural numbers

defect(p,K)  ≤  ⌊r(K)2⌋,\mathrm{defect}(p, K) \;\le\; \left\lfloor \frac{r(K)}{2} \right\rfloor ,defect(p,K)≤⌊2r(K)⌋,

where r(K)r(K)r(K) is the unit rank of KKK and defect(p,K)\mathrm{defect}(p,K)defect(p,K) is the quantity defined below. Both ppp and KKK are universally quantified; the only hypotheses are that ppp is prime and that KKK is a number field. The division by 222 is truncated division of natural numbers, i.e. the floor of r(K)/2r(K)/2r(K)/2.

The unit rank r(K)r(K)r(K). This is Mathlib's NumberField.Units.rank K, defined as

r(K)  =  #{infinite places of K}−1,r(K) \;=\; \#\{\text{infinite places of } K\} - 1 ,r(K)=#{infinite places of K}−1,

a truncated subtraction of natural numbers (so r(K)=r1+r2−1r(K) = r_1 + r_2 - 1r(K)=r1+r2−1 in the usual notation).

The primes above ppp. Let

Sp  =  { v  :  v a nonzero prime ideal of OK (a point of the height-one spectrum, i.e. a prime ideal that is nonzero) and p⋅1∈v },S_p \;=\; \{\, v \;:\; v \text{ a nonzero prime ideal of } \mathcal{O}_K \text{ (a point of the height-one spectrum, i.e. a prime ideal that is nonzero) and } p \cdot 1 \in v \,\},Sp={v:v a nonzero prime ideal of OK (a point of the height-one spectrum, i.e. a prime ideal that is nonzero) and p⋅1∈v},

the (finite) set of primes of the ring of integers OK\mathcal{O}_KOK containing the image of ppp. For each such vvv, let KvK_vKv be the completion of KKK at the vvv-adic valuation and OKv⊆Kv\mathcal{O}_{K_v} \subseteq K_vOKv⊆Kv its valuation subring (the elements of valuation ≤1\le 1≤1).

The semilocal unit group. Set

U  =  ∏v∈SpOKv×,\mathcal{U} \;=\; \prod_{v \in S_p} \mathcal{O}_{K_v}^{\times},U=v∈Sp∏OKv×,

the direct product, over the primes vvv of OK\mathcal{O}_KOK above ppp, of the unit groups of these complete valuation rings, regarded as a commutative topological group with the product of the natural topologies on each OKv×\mathcal{O}_{K_v}^{\times}OKv×.

The diagonal embedding. Let

ι:OK×⟶U,ι(u)=(image of u in OKv×)v∈Sp,\iota : \mathcal{O}_K^{\times} \longrightarrow \mathcal{U}, \qquad \iota(u) = \big( \text{image of } u \text{ in } \mathcal{O}_{K_v}^{\times} \big)_{v \in S_p},ι:OK×⟶U,ι(u)=(image of u in OKv×)v∈Sp,

the group homomorphism induced componentwise by the structure maps OK→OKv\mathcal{O}_K \to \mathcal{O}_{K_v}OK→OKv.

The "closure" subgroup. Let E=ι(OK×)≤UE = \iota(\mathcal{O}_K^{\times}) \le \mathcal{U}E=ι(OK×)≤U be the image of ι\iotaι, and for each natural number n≥0n \ge 0n≥0 let Upn+1={ xpn+1:x∈U }\mathcal{U}^{p^{n+1}} = \{\, x^{p^{n+1}} : x \in \mathcal{U} \,\}Upn+1={xpn+1:x∈U} be the image of the pn+1p^{n+1}pn+1-power endomorphism. Define

E‾  =  ⋂n∈N(E∨Upn+1),\overline{E} \;=\; \bigcap_{n \in \mathbb{N}} \Big( E \vee \mathcal{U}^{p^{n+1}} \Big),E=n∈N⋂(E∨Upn+1),

the infimum, in the lattice of subgroups of U\mathcal{U}U, of the joins E∨Upn+1E \vee \mathcal{U}^{p^{n+1}}E∨Upn+1; since U\mathcal{U}U is commutative each join is the subgroup { ι(u) xpn+1:u∈OK×, x∈U }\{\, \iota(u)\, x^{p^{n+1}} : u \in \mathcal{O}_K^{\times},\ x \in \mathcal{U} \,\}{ι(u)xpn+1:u∈OK×, x∈U}, and the index nnn runs over all of N\mathbb{N}N, so the exponents occurring are p1,p2,p3,…p^1, p^2, p^3, \dotsp1,p2,p3,… (never p0=1p^0 = 1p0=1).

The bounded Zp\mathbb{Z}_pZp-rank. For a commutative topological group GGG, a natural number bbb, and a subgroup H≤GH \le GH≤G, define

ρp(b,H)  =  sup⁡{ n∈N  :  n≤b  and  ∃ f:(Zp n,+)→G a group homomorphism that is injective, continuous, and satisfies f(x)∈H for all x },\rho_p(b, H) \;=\; \sup \Big\{\, n \in \mathbb{N} \;:\; n \le b \ \text{ and } \ \exists\, f : \big(\mathbb{Z}_p^{\,n}, +\big) \to G \text{ a group homomorphism that is injective, continuous, and satisfies } f(x) \in H \text{ for all } x \,\Big\},ρp(b,H)=sup{n∈N:n≤b  and  ∃f:(Zpn,+)→G a group homomorphism that is injective, continuous, and satisfies f(x)∈H for all x},

where Zp n\mathbb{Z}_p^{\,n}Zpn carries the product of the ppp-adic topologies and is written multiplicatively, and the supremum is the supremum of a set of natural numbers. The condition asked of fff is exactly: it is a homomorphism, it is injective, it is continuous, and its whole image lies in HHH — nothing more (in particular fff is not required to be a topological embedding, nor to have closed image). The defining set always contains n=0n = 0n=0 (the group Zp 0\mathbb{Z}_p^{\,0}Zp0 is trivial, and the unique map into GGG is injective, continuous, and lands on the identity, which belongs to every subgroup), and every element is ≤b\le b≤b, so the supremum is attained and equals the largest such nnn.

The defect. Finally,

defect(p,K)  =  r(K)  −  ρp([K:Q], E‾),\mathrm{defect}(p,K) \;=\; r(K) \;-\; \rho_p\big([K : \mathbb{Q}],\ \overline{E}\big),defect(p,K)=r(K)−ρp([K:Q], E),

using the truncated subtraction of natural numbers (the value is 000 whenever the second term is at least r(K)r(K)r(K)), and with the bound taken to be [K:Q]=dim⁡QK[K:\mathbb{Q}] = \dim_{\mathbb{Q}} K[K:Q]=dimQK.

Edge cases silently included by the quantifiers. The claim is asserted for every prime ppp and every number field KKK, including K=QK = \mathbb{Q}K=Q and the imaginary quadratic fields, where r(K)=0r(K) = 0r(K)=0; in those cases the right-hand side is ⌊0/2⌋=0\lfloor 0/2 \rfloor = 0⌊0/2⌋=0 and the left-hand side is also 000 because of truncated subtraction. More generally, whenever ρp([K:Q],E‾)≥r(K)\rho_p([K:\mathbb{Q}], \overline{E}) \ge r(K)ρp([K:Q],E)≥r(K) the left-hand side is 000 by truncation, independently of how large ρp\rho_pρp is. The set SpS_pSp of primes above ppp is nonempty for a prime ppp, but the statement itself imposes no condition on its size, on ramification, or on the splitting of ppp. Nothing in the statement asserts defect(p,K)=0\mathrm{defect}(p,K) = 0defect(p,K)=0; the separately defined proposition "defect(p,K)=0\mathrm{defect}(p,K) = 0defect(p,K)=0" is not referenced here.
