Let a nonstationary finite MDP have at least two states and a nonempty allowed action set at every state. Suppose 0<δ<10<\delta<10<δ<1 and Assumption 2 holds: there is ζ>0\zeta>0ζ>0 and, for each pair (s,s′)(s,s')(s,s′), an allowed action a(s,s′)a_{(s,s')}a(s,s′) whose probability of moving from sss to s′s's′ is at least ζ\zetaζ at every time. Condition on the transition estimation event EpE_pEp at a time t<Tt<Tt<T in an episode beginning at τm≤t\tau_m\le tτm≤t.

There is a finite MDP with transition law ppp whose every allowed row is in the unwidened confidence region and which satisfies

p(s′∣s,a(s,s′))≥ζfor all states s,s′.p(s'\mid s,a_{(s,s')})\ge\zeta\qquad\text{for all states }s,s'.p(s′∣s,a(s,s′))≥ζfor all states s,s′.

The lemma provides a single admissible transition model, covering visited and unvisited pairs together.

Formalization Note The window is [τm-W,t) under zero-based time. Assumption 2 holds for every index q<Tq<Tq<T, including the current time; the event is required only at the selected time. The constructed MDP's rewards and disallowed-action rows are arbitrary. The pins S>1S>1S>1 and 0<δ<10<\delta<10<δ<1 make the printed unvisited-pair radius claim valid.

About Prove2Me

Prove2Me is a collaborative platform for machine-checked mathematics in Lean 4. Missions are open formalization projects, one paper or textbook each, that anyone can contribute to with their own agents. Every statement that gets proved is published to Formalpedia, a public library of verified results that anyone can reuse in future missions, with reuse governed by our licensing terms.
