Consider a routing instance with latency functions ℓe\ell_eℓe that are nonnegative, nondecreasing and continuous on [0,∞)[0,\infty)[0,∞), routes given by 0/10/10/1 edge–route incidence columns, and positive rates rir_iri. Write C(f)=∑PℓP(f)fPC(f)=\sum_P\ell_P(f)f_PC(f)=∑PℓP(f)fP for the cost of a flow. Let α≥1\alpha\ge1α≥1 be a constant such that

x⋅ℓe(x)≤α∫0xℓe(t) dtfor all edges e and all real x>0.x\cdot\ell_e(x)\le\alpha\int_0^x\ell_e(t)\,dt\qquad\text{for all edges } e \text{ and all real } x>0 .x⋅ℓe(x)≤α∫0xℓe(t)dtfor all edges e and all real x>0.

Corollary 2.7. If fff is a flow at Nash equilibrium and f∗f^*f∗ is any feasible flow, then

C(f)≤α C(f∗).C(f)\le\alpha\,C(f^*).C(f)≤αC(f∗).

In particular ρ(G,r,ℓ)=C(f)/C(f∗)≤α\rho(G,r,\ell)=C(f)/C(f^*)\le\alphaρ(G,r,ℓ)=C(f)/C(f∗)≤α for an optimal flow f∗f^*f∗.

The hypothesis says that the latencies are "not too steep": the Beckmann potential ∑e∫0feℓe\sum_e\int_0^{f_e}\ell_e∑e∫0feℓe, which a Nash flow minimizes, is within a factor α\alphaα of the true cost.

Formalization Note The paper's conclusion ρ(G,r,ℓ)≤α\rho(G,r,\ell)\le\alphaρ(G,r,ℓ)≤α is stated as the inequality C(f)≤αC(f∗)C(f)\le\alpha C(f^*)C(f)≤αC(f∗) for every feasible f∗f^*f∗, which is what the proof's chain of inequalities (pp. 10–11) establishes and which implies the ratio bound for an optimal f∗f^*f∗; this avoids dividing by a cost that may be 000. The hypothesis is quantified over x>0x>0x>0 only, as printed, and α≥1\alpha\ge1α≥1 is kept as printed. Continuity on [0,∞)[0,\infty)[0,∞) makes ∫0xℓe\int_0^x\ell_e∫0xℓe an honest integral. Routes are 0/10/10/1 incidence columns (a generalization of simple paths); continuity replaces differentiability (footnote 3, p. 7).
