Chevet–Gordon bound: for a standard Gaussian matrix

Let and be fixed matrices, and let be a random matrix with independent standard normal entries. Write for the spectral norm and for the Frobenius norm. Then
This sharp-constant form of Chevet's inequality is used in the analysis of randomized range finders (randomized SVD), where it controls the error term . Note that it does not follow from the Sudakov–Fernique inequality with the naive comparison process when the index sets are ellipsoids rather than spheres. It also follows from the second-moment bound spectral_second_moment_bound by Cauchy–Schwarz.
Formalization Note. The law of is gaussianMatrix p m, and the matrix is S * Matrix.of G * T. All dimensions may be zero. The integrand is integrable (-Lipschitz for the Frobenius norm).
