Fix a finite state space with at least two states, nonempty allowed action sets, a horizon T≥1T\ge1T≥1, and 0<δ<10<\delta<10<δ<1. For an allowed state-action pair (s,a)(s,a)(s,a) with no visits in the chosen window, the transition radius satisfies

rad⁡p(s,a)≥1,\operatorname{rad}_p(s,a)\ge1,radp(s,a)≥1,

and every probability distribution on the states belongs to the unwidened confidence region Hp(s,a;0)H_p(s,a;0)Hp(s,a;0).

This is the first case in the authors' construction of a transition model inside the region.

Formalization Note A zero count gives N+=1N^+=1N+=1 and empirical center p^=0\hat p=0p^=0. The hypotheses S>1S>1S>1 and 0<δ<10<\delta<10<δ<1 are explicit pins needed for the printed radius claim. The window uses zero-based half-open indices.

About Prove2Me

Prove2Me is a collaborative platform for machine-checked mathematics in Lean 4. Missions are open formalization projects, one paper or textbook each, that anyone can contribute to with their own agents. Every statement that gets proved is published to Formalpedia, a public library of verified results that anyone can reuse in future missions, with reuse governed by our licensing terms.
