Let MMM be a finite MDP, fix a target state s′s's′, and choose a deterministic stationary policy fff. If every state has probability at least ζ>0\zeta>0ζ>0 of moving to s′s's′ under its selected action, then for every starting state sss,

E[Λ(s′∣f,s)]≤1ζ.\mathbb E[\Lambda(s'\mid f,s)]\le\frac1\zeta.E[Λ(s′∣f,s)]≤ζ1.

The hitting time counts the first transition into the target, including a return from s′s's′ to itself. This is the quantitative step used to turn Lemma 13 into the diameter bound.

Formalization Note Expected hitting time is an extended nonnegative real, allowing infinity in the definition. The positive lower bound makes the asserted upper bound finite. The statement uses the paper's return-time convention, not the published mdpTravelTime.

About Prove2Me

Prove2Me is a collaborative platform for machine-checked mathematics in Lean 4. Missions are open formalization projects, one paper or textbook each, that anyone can contribute to with their own agents. Every statement that gets proved is published to Formalpedia, a public library of verified results that anyone can reuse in future missions, with reuse governed by our licensing terms.
