Let p be a prime, F a number field and ℘ a prime of O(F) above p, and let F℘ be the completion. Write e=e(℘∣p) for the ramification index and f=f(℘∣p) for the residue degree of ℘ over Z. Then, as a Zp-module,
rkZpF℘≤ef.
This is the local degree formula [F℘:Qp]=ef, in the form of an inequality of Zp-ranks. Its global counterpart, ∑℘∣pe℘f℘=[F:Q], is in Mathlib; the local statement — that completing at ℘ turns that summand into the degree of the completion over Qp — is not.
The classical proof is that O℘ is a free Zp-module with basis {πiωj}0≤i<e, 0≤j<f, where π is a uniformiser and the ωj lift a basis of the residue field over Fp; the field F℘ is O℘[1/p], of the same rank. Only the upper bound is asserted here, which is all that the applications need.
Formalization note. The Zp-algebra structure on F℘ is the one supplied by Definitions.Def_PadicLog: the canonical map Zp→F℘ obtained as the limit of the integer approximations. Ideal.ramificationIdx and Ideal.inertiaDeg are taken relative to Z, matching the shape in which the mission's statement Leopoldt.rank_oneUnits_le_ramificationIdx_mul_inertiaDeg uses them.

The local degree formula for a complete discretely valued field: [F_wp : Q_p] = e(wp|p) f(wp|p). See J. Neukirch, Algebraic Number Theory, Springer Grundlehren 322 (1999), Chapter II, Section 6 (Proposition 6.8: for a complete discretely valued field, the degree of a finite extension is the product of the ramification index and the residue degree), together with Chapter II, Section 8 for the number-field case; or J.-P. Serre, Local Fields, Springer GTM 67 (1979), Chapter II, Section 3, Proposition 10. It is submitted as the remaining input of the mission's leaf Leopoldt.rank_oneUnits_le_ramificationIdx_mul_inertiaDeg after the p-adic analytic content of that leaf has been discharged by the p-adic logarithm; Mathlib has the global formula (sum over the primes above p of e*f equals the degree, Ideal.sum_ramification_inertia) but not the local one.
